Speak out on Bill 117 Join others in commenting on this bill proposing outlawing anyone 14 and under from riding a motorcycle as a passenger. Private Members Bill 117 Motorcycle Passengers WHO'S DOING WHAT? Rider groups in Ontario, including the ORRA, OFTR, CVMG, CMA to name just a few, are actively contacting their MPPs, government ministers and opposition critics, as well as the Bill's author, to express their opposition to this bill. Visit the MCC website "Issues and Advocacy - Ontario" Section Motorcyclists across Ontario (and we've heard from riders across Canada too!) are outraged to hear of Private Members Bill 117 (Helena Jaczek, MPP Oak Ridges-Markham ) that would amend the Ontario Highway Traffic Act to make it illegal for anyone to operate a motorcycle with a passenger who is under the age of 14. The MPP feels that there is enough risk to merit a law, but others - including the Canada Safety Council disagree, claiming that there is no evidence to support this move. MCC has been contacted by numerous riders and organizations, sharing their concerns and actions. ADD YOURSELF and YOUR ORGANIZATION to the list and take action. What's the issue? The Canada Safety Council, a national, charitable organization that promotes safety in all areas of Canadian life, AND sponsors more motorcycle rider training than any other Canadian organization, says that there is NO issue.... " In terms of addressing risk and quoting from Mr. Raynald Marchand, General Manager of the Canada Safety Council, "Bill 117 is a solution looking for a problem." He continues, "I reviewed all seven Ontario Road Safety Annual Reports from 1999 to 2005. I did not find any fatalities for motorcycle passengers less than 14 years of age. I also looked at injuries for motorcycle passengers less than 16 years of age and compared them to bicycle passengers less than 16 years of age and car passengers less than 16 years of age over the same period (1999 to 2005). Ontario children were four times (4X) more likely to have been injured as passengers on bicycles and 262 times more likely to have been injured as passengers in passenger vehicles than to have been injured as passengers on motorcycles." Toronto Star WHEELS editor Mark Richardson wrote about this issue, and observed: "This issue might be seen as a tempest in a teapot, affecting a small proportion of the population, except it's indicative of the recommendations of well-meaning but misinformed citizens that get passed into law before anyone notices they're foolish."
